“My opponents see the Soviet Union as having sought and achieved some sort of statistical superiority over the NATO powers in this kind of weaponry. I myself haye not seen the evidence that it has achieved that sort of superiority; nor do I see any reason to assume that that is what it would like to do. The evidence seems to me to suggest that it is striving for what it would view as equivalence, in the statistical sense – not for superiority.”
