Issue 1 of The Spokesman appeared in March 1970, just weeks after the death of Bertrand Russell. In his editorial notes to the first issue, Ken Coates writes:
The death of Bertrand Russell has come as an extraordinary shock to all the many people, in every continent, who were engaged in the innumerable campaigns which has was waging right up to the last moment of his life … ‘The Spokesman’, founded by Bertrand Russell, is dedicated to carrying on his work.
Issues 1-37 run from 1970 to 1980, first in magazine format and then, from issue 23, as a bound journal.
