“The following document is a translation from the German of the entire text of a secret paper prepared by officials of the West German Ministry of the Interior. We publish it in its entirety so that not only its purpose but its flavour may be fully appreciated. This should not lead readers to suppose that the document is authoritative on anything but the state of mind of its authors. Like most papers prepared by political policemen about democratic movements which they neither know nor understand, it is riddled with error. In this case, the early section, on the preparation of the third Bertrand Russell Tribunal on allegations of violations of human rights in West Germany, is a travesty of the historical record, which will doubtless be corrected in the official reports of the Tribunal itself. What is very clear is an attitude approaching paranoia at the prospect of an independent evaluation of the state of human rights in West Germany.”
