“In accordance with the Joint Resolution of the Summit conference of the Indochinese Peoples (25 April 1970) our three armed forces, Cambodian, Vietnamese and Laotian peoples’ armies, have united, are uniting and will continue to unite their efforts to overcome, together, their common enemy. Peace will come to all Indochina, or it will not come at all. But I am sure that, despite the bellicosity and obstinate aggressiveness of President Richard Nixon of the USA, peace will finally come to our three countries – Cambodia, Vietnam and Laos – with the defeat of our common enemy, who is the enemy of our three peoples as well as of the national independence of each of our three countries.”
